ATLANTA (AP) —



A presidential panel on Monday disclosed shocking new details of U.S. medical experiments done in Guatemala in the 1940s, including a decision to re-infect a dying woman in a syphilis study.



The Guatemala experiments are already considered one of the darker episodes of medical research in U.S. history, but panel members say the new information indicates that the researchers were unusually unethical, even when placed into the historical context of a different era.



"The researchers put their own medical advancement first and human decency a far second," said Anita Allen, a member of the Presidential Commission for the Study of Bioethical Issues.



From 1946-48, the U.S. Public Health Service and the Pan American Sanitary Bureau worked with several Guatemalan government agencies to do medical research — paid for by the U.S. government — that involved deliberately exposing people to sexually transmitted diseases.



The researchers apparently were trying to see if penicillin, then relatively new, could prevent infections in the 1,300 people exposed to syphilis, gonorrhea or chancroid. Those infected included soldiers, prostitutes, prisoners and mental patients with syphilis.



The commission revealed Monday that only about 700 of those infected received some sort of treatment. Also, 83 people died, although it's not clear if the deaths were directly due to the experiments.



The research came up with no useful medical information, according to some experts. It was hidden for decades but came to light last year, after a Wellesley College medical historian discovered records among the papers of Dr. John Cutler, who led the experiments.



President Barack Obama called Guatemala's president, Alvaro Colom, to apologize. He also ordered his bioethics commission to review the Guatemala experiments. That work is nearly done. Though the final report is not due until next month, commission members discussed some of the findings at a meeting Monday in Washington.



They revealed that some of the experiments were more shocking than was previously known.



For example, seven women with epilepsy, who were housed at Guatemala's Asilo de Alienados (Home for the Insane), were injected with syphilis below the back of the skull, a risky procedure. The researchers thought the new infection might somehow help cure epilepsy. The women each got bacterial meningitis, probably as a result of the unsterile injections, but were treated.



Perhaps the most disturbing details involved a female syphilis patient with an undisclosed terminal illness. The researchers, curious to see the impact of an additional infection, infected her with gonorrhea in her eyes and elsewhere. Six months later she died.



Dr. Amy Gutmann, head of the commission, described the case as "chillingly egregious."



During that time, other researchers were also using people as human guinea pigs, in some cases infecting them with illnesses. Studies weren't as regulated then, and the planning-on-the-fly feel of Cutler's work was not unique, some experts have noted.



But panel members concluded that the Guatemala research was bad even by the standards of the time. They compared the work to a 1943 experiment by Cutler and others in which prison inmates were infected with gonorrhea in Terre Haute, Ind. The inmates were volunteers who were told what was involved in the study and gave their consent. The Guatemalan participants — or many of them — received no such explanations and did not give informed consent, the commission said.



The commission is working on a second report examining federally funded international studies to make sure current research is being done ethically. That report is expected at the end of the year.



Meanwhile, the Guatemalan government has vowed to do its own investigation into the Cutler study. A spokesman for Vice President Rafael Espada said the report should be done by November.

It sounds like a scene in a movie, but a pregnant woman in New Zealand lied to police that she was about to give birth to get out of a speeding ticket.



Police were getting ready to lay spikes in the road to stop a Honda Civic speeding at more than 90 mph on a highway near Tauranga on Monday morning, according to the New Zealand Herald,



When the man driving eventually pulled over, he told police his friend was about to bring a new life into the world. She played the part, sitting with her feet spread apart on the dashboard, while the allegedly expectant father rode in the backseat, the Herald reported.



The police called for an ambulance and cordoned off the road as the paramedics arrived. Police later called the hospital to check in the patient, but discovered that that the pregnant woman discharged herself as soon as she arrived, reported the Oatgo Times Daily.



"I think she's tried using her pregnancy to put a smokescreen to give some justification for the driver's action. It's not just a waste of our time but a waste of the time of St John ambulance staff helping people who really need their help," Acting Senior Sergeant Mark Holmes told the paper.



Cops later busted the 23-year-old driver for dangerous driving.

INDIAN RIVER COUNTY, Fla. - While restrooms traditionally are known as places to relieve oneself or freshen up, a 22-year-old man may have pioneered an alternate lavatory use, according to a recently released arrest affidavit.



A loss prevention officer at a Walmart Supercenter in Vero Beach stated Aug. 7 that Taylor Allen Dresia was "eating food" on the bathroom floor. Dresia's apparent picnic in the potty blocked the commode for patrons, and a store manager asked him to leave.



"After a few minutes Dresia left and then returned in another entrance yelling that an employee stole something from his backpack while he was in the bathroom," the affidavit states.



Dresia, who ultimately was arrested by an Indian River County Sheriff's deputy, was described as argumentative. He also was accused of yelling during the incident at the store in the 5500 block of 20th Street.



The affidavit didn't state whether Dresia was in the men's or ladies rooms, nor was it clear what he was eating. The incident happened at 4 p.m., a time often associated in Britain with sipping tea and nibbling sandwiches and cake.



A deputy told Dresia to leave immediately. Dresia said he wasn't leaving and that he wanted to write something down.



"I then advised Dresia not to play games and exit the store now," the affidavit states. "Dresia again refused."



Deputies got Dresia, listed as homeless, out, arresting him on misdemeanor charges of trespassing after warning and resisting an officer without violence

A self-described vampire broke into a woman's home and bit her, according to law enforcement officials in Texas.



Police in Galveston arrested 19-year-old Lyle Monroe Bensley early on Saturday on charges of burglary with intent to commit assault, The Galveston County Daily News reports.



Bensley -- clad only in boxer shorts -- forced his way into the victim's apartment, entered her bedroom and began to make growling and hissing sounds, investigators told The Houston Chronicle.



The suspect allegedly attacked the woman in bed, biting and hitting her.



Police believe Bensley then tried to force the victim to leave the apartment, but the woman was able to break free and seek protection in a car driven by neighbors. The suspect allegedly struck the car's windows as it drove away, The Daily News notes.



After receiving a call at around 6:50 a.m., officers arrived at the victim's apartment. While searching the crime scene, they heard yells and growls coming from the parking lot, where they say they spotted Bensley.



Police reportedly took him into custody after a brief pursuit.



"He was begging us to restrain him because he didn't want to kill us," Galveston Officer Daniel Erickson told The Houston Chronicle. "He said he needed to feed."



The suspect also allegedly stated: "I'm a vampire, and I've been alive for over 500 years."



This isn't the first time a man claiming to be a vampire who has lived for more than a century has threatened police.



Last year, police in Ohio arrested an allegedly intoxicated 21-year-old who said he was immortal and claimed he wanted to drink the blood and eat the kidneys of law enforcement officials.

Feared criminal takes short walk to freedom



JOHANNESBURG (Reuters) - One of South Africa's most wanted criminals appears to have made one of the most mundane of escapes when he slipped from police custody by walking out of a Pretoria court door along with the public.



Bongani Moyo, arrested this year after a much publicised manhunt where his picture was plastered over nationwide media, was due at a hearing related to the armed robbery of nearly three dozen banks.



Police would not comment on the incident, but correctional services, which placed Moyo under police care for the hearing, had a few choice words.



"He was picked up by the police so he could go to court, and escaped under the nose of the police. We warned the police that this person had escaped before and therefore they should tighten their security," correctional services spokesman Phumlani Ximiya told Reuters.

Chinese teen sells his kidney for an iPad 2



A Chinese teenager was so desperate to acquire the new iPad 2 that he sold one of his kidneys for just £2,000 to pay for it, according to reports.

The 17-year-old boy, identified only by his surname, “Zheng”, confessed to his mother that he had sold the kidney after spotting an online advertisement offering cash to anyone prepared to become an organ donor.

“I wanted to buy an iPad 2, but I didn’t have the money,” the boy told Shenzhen TV in the southern province of Guangdong, “When I surfed the internet I found an advert posted online by agent saying they were able to pay RMB20,000 to buy a kidney.” After negotiations, the boy travelled north to the city of Chenzhou in Hunan Province where the kidney was removed at a local hospital which discharged him after three days, paying a total of RMB22,000 for the organ.

Trading organs online is a common practice in China, despite repeated attempts by China’s government to stamp out the practice. Last year Japanese television reported that a group of “transplant tourists” had paid £50,000 to receive new kidneys in China.

According to official statistics more than a million people in China need a transplant every year, but fewer than 10,000 receive organs, driving an almost unstoppable black-market organ trade that enriches brokers, doctors and corrupt government officials.

The boy, who has suffered complications following the surgery, returned home but was unable to keep what he had done from his mother.

“When he came back, he had a laptop and a new Apple handset,” his mother, identified as Miss Liu, told the station, showing off the livid red scar where her son’s kidney was removed, “I wanted to know how he had got so much money and he finally confessed that he had sold one of his kidneys.”

The mother took the son back to Chenzhou to report the crime to the police, however, the mobiles of the three agents that Zheng had contacted were all switched off.

The hospital, which admitted contracting out its urology department to a private businessman, denied any knowledge of the surgery.

The case, which caused an online furore, was cited by some as an extreme example of the rampant materialism of modern China.

Thousands of comments were posted on internet discussion groups, with many lamenting the lack of rule of law in China and the “immorality” of the new, ‘capitalist’ China.

“This is a failure of education, the first purpose of which is to ‘propagate morality’,” said one comment on Hong Kong’s Phoenix TV website, “This teenager’s stupid behaviour is a manifestation of his radically materialistic values.” “To sell a kidney in order to buy consumer goods? What vanity!” added another, “It is undeniable that modern Chinese teenagers’ morality is declining. This is something we must all think about.”

Apple products like the iPhone and the iPad are in huge demand in China, and are seen as a badge of wealth and sophistication by young consumers.

When Travis Keen was arrested outside a Louisiana Walmart for allegedly exposing himself, the 28-year-old told authorities he did it because the retail chain gets him aroused. Who wouldn't get excited by such low prices?



A man caught with an exposed erection outside a Louisiana Walmart explained to police that he "gets aroused" by the chain of warehouse-style retail stores, according to a Ouachita Parish police report.



Travis Keen of Monroe, La., was cruising through the parking lot in his Ford Taurus when a witness noticed that the 28-year-old "took it out." Apparently, Keen would pull up next to female shoppers to show them just how fond of Walmart he really is.



According to the officer's report:







I asked Keen what he was doing in the parking lot Keen stated he was trying to see if he fixed his power steering in his car. I advised Keen about what I was told by the witness. Keen then stated he did have his penis out because of past experiences he had at Wal-Mart. Keen stated when he comes to Wal-Mart he gets aroused.



Keen has no prior criminal history. Police charged the suspect with obscenity and held him at the Ouachita Parish jail on $5,000 bail.

DALLAS (Associated Press) -- Authorities in Texas have charged a Dallas woman with forcing her 6-year-old daughter to repeatedly videotape her having group sex.



According to police records, the 24-year-old woman is charged with indecency with a child by exposure, a third-degree felony punishable by up to 10 years in prison and a $10,000 fine. The woman, who was arrested Saturday, was in jail Tuesday on a $50,000 bond.



The Associated Press does not generally identify those whom authorities believe to be the victims of sexually assault, and is not naming the woman because it might lead to the identification of her daughter.



The Dallas Morning News reported Tuesday the police went to the woman's apartment acting on a tip. The mother has since told police her daughter used a cellphone to videotape three separate incidents involving six men, the newspaper reported.



A public defender listed in court documents as the woman's court-appointed attorney did not immediately return a phone call seeking comment.



Marissa Gonzales, a spokeswoman for the state's Child Protective Services agency, said the 6-year-old was immediately placed in foster care after her mother's arrest.



"Physically, she's fine," Gonzales said. "But in any situation like this, where a child could need therapy, we will certainly work with (the child)."



The agency has launched its own investigation to determine whether the girl was the subject of abuse, she said.



A civil court hearing has been scheduled for Aug. 16 to determine whether there are any family members who are appropriate to provide the child with care, Gonzales said.



Gonzales said CPS investigated the mother shortly after the child was born to determine whether the infant had been neglected. That case was closed with a finding that there was insufficient evidence to determine abuse or neglect, she said.

A controversial artist has unveiled his latest creation - a statue showing teen singer Justin Bieber and his celebrity girlfriend as Adam and Eve.



Teen Choice Award winners Bieber and Selena Gomez are presented as a 21st Century Adam and Eve in a new life size portrait created by American Daniel Edwards.



It depicts the teenagers almost entirely nude, with a Canadian maple leaf and a Texas lone star covering their most intimate parts.





The portrait will be unveiled at Dallas's New Fine Arts, near Gomez's hometown, at a time yet to be announced by Cory Allen Contemporary Art.



Titled Justin and Selena as One, it features the naked couple conjoined at the torso, each seeming to emerge from the other's rib.



Together, they have three legs, sharing Selena's right leg as she appears to lead the younger Justin toward 'Eden'.



The couple are being led by an amorous Canada goose and Texas armadillo.

BARNSLEY, England, Aug. 8 (UPI) -- A British man fined $82 for driving his horse-drawn carriage while drunk said he ran a red light because the animal is colorblind.



John Mulvenna, 56, who also received a 12-month conditional discharge when he pleaded guilty in Barnsley, England, to a charge of being drunk in charge of a horse and carriage, maintained he went through the red light because his horse, Fred, is colorblind, The Daily Express reported Monday.



Authorities said Mulvenna also directed the horse the wrong way down a one-way street.



John Dobbin, Mulvenna's lawyer, said his client had consumed four pints of beer prior to the incident.



"He thought he was in a proper state to control the horse and trap," Dobbin said. "It is clear that he was not."
